I'm familiar with Digsafe requirements in the northeast, and how utilities are supposed to be marked. Are you referring to a buried line from multiple residences out to junction boxes at the street? Give me a little more to work with.

Whether it's existing cable or telecom, the marking color is orange. White is used to mark a proposed utility.

White is for proposed excavation. That is what is listed on the APWA uniform color code chart posted above my desk at work.

Oops. Should have been clearer with "White is used to mark [an excavation for] a proposed utility." I assumed we were talking about digging and utilities.

White is used for proposed excavations, period. Excavations are used for structures, foundations, etc., as well as utilities.
