Boot to Safe Mode and run it there...

Safe Mode will log in without issues even when you're locked out in normal mode.

Safe Mode with Networking will NOT let you log in, though.

(assuming the machine is locked out due to failed activation/past 30days)

You can also install network drivers and IE8 in Safe Mode as well.
