While the FiOS penetration rate may not be what Verizon had hoped it is rising slowly but surely in areas that have had FiOS for awhile. Of course state commissions would not have given Verizon the permission for POTS replacement that has been given to some smaller telcos so FiOS (undoubtedly will replace POTS in some areas some day) is not really a typical overbuild. Telcos will either adopt more advanced technologies such as FTTH, VDSL2, or high speed fixed wireless broadband or maybe sooner than you think go out of business. Clearwire may have a chance to build a first class TD-LTE Advanced network but their record and cash may make that a long shot bet.
It's not crap. Overbuilding does NOT work. - proven time and time again.
