My bad on the implicit comment. I scanned the release quickly and upon further consideration agree that it doesn't address a shift of existing residential customers to Telocity. Still, it's the only 'official' word I've seen that describes the relationship between the two. Given that relationship and Telocity's hunger to acquire customers from failing ISPs, the Phoenix switch does make sense.
