Should be getting 50 megs (ultimate) service, if I'm going to get speeds like this, I'm dropping down to pref. (we hardly go over 200 gigs a month, even with Netfix)

I had the same issue with ultimate. I just downgraded to the package with speeds they could provide which was premiere.
What speeds are you getting on the internal cox speedtest[takes the internet out of the picture]
I'm assuming this is direct to modem[no router] and Vista or later or a lesser OS that is tweaked. |

Well Rob, until internet is classified as a utility you won't see that and even then you won't see it[just like you're charged extra after you use so many KWh on your electricity] |
