The problem is Bell Rogers and others have been waging a war on such open free internet. They setup dead-end APs [xxxxxxxx-guest], excessive noise APs and antennas, reflectors, EM generators, harass customers for leaving their wifi open and other schemes.
Better idea is to use the KISS rule, keep it simple stupid, by bypassing rip-off ISPs. One or few ppl can get a fiber line from a main backbone to an area of the city / community where it can be distributed by the community .. whether Bell Rogers etc like it or not. Bypass the middle man principle. There are a growing number of communities that are doing just that. And they are only paying for raw bandwidth per GB, as they use it .. no prepaid bundles.
Recently i received a 54 Mbps router from such an operation, due to upgrades, who's SSID is "FuK BeLL & Rogers". I gave it to a local computer shop who proudly runs it as is. |

I doubt! I can only get serviced with 6M/800k DSL and now all of a sudden there is fibre to the home. Not bloody likely. |

reason being that there's no copper in any part of those loops. Honestly I can't see a single legitimate reason why Bell should be forced to offer wholesale service over such a network.
The old copper network was built under a lot of government protection and even a few subsidies along the way, but that was AGES ago. The new network has been built entirely by Bell themselves independent of government-enforced monopolies.
What Canada telecom needs is more COMPETITION, not more government regulation. |

In the above case it is just one small part of the reason why Waterloo property taxes cost homeowners in this city thousands of dollars every year. |

| reply to HoserMcMoose Who paid for / pays for / owns the rights of way that are used for the lines? Can I go and sling new lines along the poles / underground? Same questions for the COs. Same questions for the remotes / land the remotes are on.
I don't think it is quite that simple. Bell may be paying for the new fiber and the labour to put it up, but it is built on a lot of existing infrastructure that was / is funded by the taxpayer. |

True ... yet as my above link states your personal account created in your name does pay for it and then some.
You will also see that bottom of your bill for any essential services looks like a cheque .. it is. So when you pay via cheque, money order or cash you endorse the cheque at bottom of your bill and pay out of your pocket as well. Therefore you pay twice without knowing it .. and they just ripped you off right in front of your face. :P There's a catch in this statement .. can you figure it out?
Besides ... Bell was given loads of money in the 1990's to bring fiber to every home and business, no matter how remote it may be. They squandered the money with promise to build later. We still don't see it today as it was a scam. |

| reply to mlerner Yes but the point I'm trying to make is that while it may not have been paid for by taxpayers it sits on land and uses resources (poles, vaults, conduit) that was and is reserved (more or less) exclusively for the use of the incumbents.
I'm just trying to say that it isn't as simple as it may appear to say that it is a completely separate network with no taxpayer support behind it. |

 | Let me help you out Phibian Anyone who owns and holds "title" to property usually owns it to center of road. All roads, poles etc that's on this property is called public as it's leased by city, province and/or others.
For this, essential services are provided at no cost to owner. Service charges are there to help out in times of need per project or company. Companies / corporations have taken this to new level of extortion by deception as they clearly make huge profits.

Free eh, I think not. Someone is picking up the bill.
Also when you're connecting to someones "Free" wifi, there is a chance you are connecting to some poor souls internet that has not got a chance to secure his connection and is using up their bandwidth and costing that person money.
There always have been free hot spots around, just finding them. Its nice that the city is doing that for the public. But then again, where is the money coming from for the city to buy the hardware.... I think you know where i'm going with this 
Also that last mile back end is also owned by the big three also, and also the polls are owned by the hydro company and you have to have a permit to install cables on the polls. just a heads up.

Now how much is 1/32Millionth of Canada and what kind of profits does it make, and for what purposes? How much is city getting paid in the background from these accounts and also charging taxes on top? That yearly transfer from federal government to provinces is your and everyone's unclaimed cash .. after fed has distributed most of it to their buddies .. the super rich. That poor soul has the option of paying as i mentioned before or secure it or leave it open. There are more and more ppl leaving wifi open .. even with threats from telcos. There's also the option of suing telcos for not providing as promised in 1990's. Many across this land have done so and received full speed fiber and full range of services to their homes at no cost to them. Many rich and super rich and/or government connected have used this info to get free everything. Have you thought about what happens when owner / title holder of property says i'm revoking your lease/s if you, the government, don't give me free services, as they supposed to? No matter which way you slice it government [corporation of Canada] is ripping off those who don't know. |
