[FL] Slow Download Speed but good Upload Speed

Hi,
I have COX HSI in gainesville,FL. For the last couple of days I have been having download issues with Cox HSI. I have the premier package which gives 28/5 Mbps. But for the last couple of days I am getting 4Mbps(down)/5 Mbps(up) during night time and 2-3 Mbps(down)/1 Mbps (up) during day time. I have tested the speed using speakeasy, test.lvcm and dsl reports speed test and I am getting around the same results. I have the scientific atlanta DOCIS 2.0 modem. The signal levels are

Cable Modem Status Operational.

I am using Windows 7 pro and my cable modem is connected via a router. I have checked the connection speed by connecting my pc directly to the cable modem and I am still getting the same results, so I have ruled out my router. There are no splitters /adapters on the cable line, only my cox modem. I also did a speed test by moving large files within my LAN and I am getting close to 100 Mbps, so my NIC card is working fine. I also did a ping test to www.google.com and there was 1 packet loss out of a hundred.

So my question is whether my cable modem is gone bad or whether there is a lot of congestion in my local node. I would much appreciate if any one could help me with this issue.

That downstream SNR is TERRIBLE (or as Charles Barkley would say, TURBL).

you really need 35 and above. 30.5 is well below spec I believe.

Update - Called Cox Tech support, they are going to send a tech to have a look around.

Actually for D2, 29 is the minimum.

The noise levels have improved quite a bit. Looks like maybe it was a modem issue.
