I think what will happen is this if ad skipping stands:

TV networks gradually but steadily (more so than now) increase their retransmission fees

Ads will be shown during the show itself

TV will become much lower quality (even moreso than now), with cheap to produce reality shows becoming the dominant TV show type. Say goodbye to expensive dramas and sitcoms. They will be rare, and probably confined to channels like HBO.

What won't happen is the TV networks, executives and staff deciding to make less money because it fits with someone's desire to watch TV ad free.

What these people will and will not accept is up to them; but from personal experience, when the company comes to you and says "Sorry John, our current revenue stream will simply not support your current salary level and we are instituting a 40% salary cut across the entire work force including management.", most will have to take the cut or go unemployed.

It is happening in every industry for the workers and will eventually get to the executive washroom as well. Given the current state of the economy, many will realize that there ARE no jobs that they could jump ship for that would not have the same level of compensation reductions so they are damned if they do and damned if they don't.

Given this, your model would simply hasten the end - it's that simple...
