The build version has nothing to do with the "update" version. 1.7.0_05-b05 absolutely IS the latest update. "1.7.0" is Java SE 7, "_05" is u5.

Straight from the authoritative site (»www.oracle.com/technetwork/java/···4.html):

The full version string for this update release is 1.7.0_05-b05 (where "b" means "build") and the version number is 7u5.

Fixed.

For some reason the forum editor attached the closing parenthesis and colon to the url - simply take these off the end of the url after you get the '404' and refresh, or click on the link in the updated post above.

JDK and JRE versions from 1.7.0_04 (Java 7 update 4) and onwards include JavaFX bundled to be installed with them. When Java 8 is available, JavaFX will become part of the JRE/JDK.[11]

If I had checked here first, I would have known about it before I ran Secunia PSI, but at least the PSI also found the update.

Java works for me, but only if I've disabled the "next generation Java Plug-in".

It must be something I've got in my setup that's blocking the new plug-in from working...

Edit:

Found the cause. Appears to be Firewall related.

I'm using Windows 7 Firewall and have configured it to block outgoing connections. I've been using Windows Firewall Notifier to catch the outgoing connections and creating rules as needed. It appears that when the next generation Java Plug in is enabled, it's not generating an outgoing prompt (or it's blocked) and causes it to fail.

When I enable all outbound connections, the test loads fine with the next generation Java Plug in enabled..

The last time I tried to update to Java 7 I was unable to play the games I like on Pogo.com ... so I've had to stay at the most recent update of Java 6. I'm not certain if their website has become compatible with Java 7 yet but I don't believe they have.
