[Availability] SBC Yahoo DSL - Terrible speeds and availability

for 2 days my DSL service has been terrible. Im not even getting a routable IP as my router address. What the hell is that about? Pinging my DGw from my wireless router -

PING 10.0.0.5 (10.0.0.5): 32 data bytes

40 bytes from 10.0.0.5: icmp_seq=0 ttl=64 Time=1.0 ms

40 bytes from 10.0.0.5: icmp_seq=1 ttl=64 Time=2.9 ms

40 bytes from 10.0.0.5: icmp_seq=2 ttl=64 Time=0.5 ms

40 bytes from 10.0.0.5: icmp_seq=3 ttl=64 Time=0.5 ms

40 bytes from 10.0.0.5: icmp_seq=4 ttl=64 Time=0.5 ms

--- 10.0.0.5 data statistics ---

5 Packets transmitted, 5 Packets received, 0% Packet loss

round-trip min/avg/max = 0.5/1.0/2.9 ms

thats weak. My speeds are under 2 megabits on a regular basis, pings to a site in Irvine, CA from Pasadena, CA:
