The feature is called PrimeTimeAnyTime and has to be enabled. The user available space for recordings is 1TB and is not affected in either case.
Not sure if you're implying by this feature has to be enabled that the space reserved is otherwise available, because it is NOT. If you don't use PTAT, that space sits there unavailable and unused.
