I'm not quite sure what your rant is about.
Are you angry with TekSavvy? Bell? The Government? DSLReports?
If you've been watching this "merry go round" for 3 years, you'd know how we've come to this point in time.
SBrook is bang on the money. You've interpreted the Charter in a very skewed way, and not as it applies.
DSLReports is not "public record". Yes. It can be tampered with. You agreed to the terms and conditions when you joined- today. It is a privately held board, with publicly viewable content. That is not "public record".
No, the public does not "own" the telephone infrastructure. It was all turned over to Bell as a private company back in the 70's.
Phone and cable lines are corporately-owned. Your hydro/gas are publicly owned.
Don't kid yourself. Bell customers have the exact same problems as Independent ISP's, and most times- worse.
