An upstream transmit of 35 is not low - don't know who's been telling you guys that. 30 is low, 25 is REALLY low but 35 is just fine.

Fairly low compared to other user's signals around here. Not saying it's anything to be concerned about unless he's having problems with his connection.

Are you sure about that for D3 systems ? It could be low in some systems / environments / cases

Yes, in fact the maximum transmit requirements drop for D3 bonded when they bond over 3 channels.

35 dB SNR on the downstream is within spec but I would prefer to have it higher.

The DOCSIS 3 spec only requires 30db SNR on the downstream for signals between -6 and +15. 35db should be fine.

That's because of "total power" but then why is it that many systems like to and do have DOCSIS 3 run higher like above 40 dB but below 50 dB than did DOCSIS 2 ?

Because some systems are lazy and think padding return amplifiers will get them better carrier to noise figures because the modems are transmitting higher?

My logs are capturing a lot of entries pertaining to dynamic downstream changes. Is this normal behavior? I don't recall the frequency changing as often as it is right now, or at all.

That small sampling of log entries shows only one or two of these events per day. By no means is that a lot. Intermittent / occasional noise on the lines can cause these.
