Given what you have stated here, update Silverlight to the latest build. It sounds like VC-1 GPU acceleration support isn't being engaged by Silverlight (the plug-in browsers need to use for Netflix).
Probably wouldn't hurt to update the video card drivers as well.

Silverlight is already updated to the latest build.

According to ATI Catalyst my video card drivers are up to date as well.

I have the same netbook. Had to do what totamak suggested.
It worked. I istalled over the other Silverlight. may have been that it got corrupted.

I guess I should of tried to uninstall and reinstall it. I will try that later today.
