Fraud... misrepresentation.. If the $7/mo modem rental becomes mandatory, then the price advertised for their internet service should include the modem fee.

Allowing this piece meal pricing puts consumers at a dis-advantage when it comes to choosing services.. (what's really included or not?, what's the real price?).
