Allowing this piece meal pricing puts consumers at a dis-advantage when it comes to choosing services.. (what's really included or not?, what's the real price?).
My cousin has Uverse, and he is not charged for a "rental modem". Yet, he has one that Uverse supplies to him. I agree that the "rental fee" should be included in the overall billing if its being charged. At the same time, with no additional charge being announced, they could be distributing modems as part of their service and not increasing the price.
I guess we will wait and see.
