If you are a consumer and pro CAPS, why? I've read arguments that you want bandwidth hogs to pay their fair share. Is that the reason?
They are under the mistaken belief that ISPs will drop THEIR pricing if "hogs" are forced to pay more. And of course they believe that because some industry shill keeps spreading that lie. I'm sure if they were told the truth that THEIR pricing will stay EXCATLY the same they'd feel differently. Also many of these people are unaware of their own usage. I suspect many supposed "non hogs" use more than they think.
