For the SD channels it's up to the provider to use AFD to tell any video provider how to display programming on their channel, letterboxed or full screen, if the provider is creating the SD feed from the HD feed.

BBC World News airs SD 16:9 on PBS.

If other providers broadcast BBC World News full screen in SD then that's how the channel is being delivered from the BBC.

These are natively 720p (16x9) on the HD channels only. The SD channels are not 720p but are 480i, although they are delivered to your TV from the STB at either 1080i or 720p (whichever you have your STB set to if SD Override is set to off), or 480i or 480p (the alternate settings to SD Override set to off).
