why would i use 3.6.28 since i can get 13.0.1
that was the thing i didn't get

That's up to you. The newer versions do have a very different default layout, although you can make some changes to make it look closer to the 3.x series if you want.

Depending on what Add-ons you have, some may become disabled if nothing newer is available, and others may be unneeded due to changes. Some Add-ons are no longer compatible with 3.x.

FF updates roughly every 6 weeks now, but is now slow incremental change instead of one big change twice or year or less.

There is a 10.x based version designed for mainly for business that is supported for a longer time if you don't like the 6 week update schedule.

A rough figure would be somewhere between 20,000 - 30,000 checkins / changes.
