How to check if a tier-1 provider is down?

Hopefully this isn't a silly question.

Is there a site or other source I can use to check if a tier-1 provider is/was down?

The reason I ask is that a web site I work with was down for a few hours yesterday because the hosting company (who I like so far) said that both of their tier-1 providers went down. I.e., everything was hunky-dory in their data center, but that the "East Coast experienced outages across multiple carriers", including their tier-1 providers.

I'd just like to be able to independently confirm that the problem was outside of their control.

While I would still like to know the answer to the question I asked, I was just informed that the outage was actually due to a "DNS amplification and reflection attack" against the data center.
