WHY Does DirecTV have to pay in the first place???

I really don't understand why DirecTV (or anyone) has to PAY to rebroadcast the channel... these are not commercial free premium channels, Viacom gets advertiser $$ already and makes MORE when they have a bigger audience. It seems logically that Viacom should be paying DirecTV!
