80s

Back in the 1980s, TWC was at the forefront of fiber R&D, but today they are a greedy last mile MSO scared of their own shadow, let alone Verizon FIOS or any other significant competitor. The cable industry could do way better than the pitiful docsis standard for coax packet data but they got complacent all the way upto the early 2000s when Verizon figured out millions of residential customers wanted BROADBAND internet and would suck up to the cable companies to get it and then began the experiment of FIOS.

In a few years these FTTP speeds will get cheaper and TWC will be left asking themselves why did the world (and our customers) leave us behind?

Wireline internet is NOT wireless data.. try to comoditize it with usage based billing at your own peril. Eventually it will blow up in your face with either regulation, anti-trust, competition or customers leaving you (or a combination of any other adverse factors).
