ATT's policy actually makes sense and I wonder if MC's isn't the same.

If you choose to move out of ATT territory it's your choice not ATT's and ATT can collect a disconnect charge.

BUT if you move to a new address within ATT territory and for some reason ATT can not service your location then the disconnect charge and fees are waived since it's not your fault ATT can't provide service at the new location.

Seems fair to me.
