The goal is to connect Americans with telecommunications. Making the network larger provides more room for the economy to grow -- imagine how much worse our economy would be if people in rural areas still did not have electricity.
Just because it is mismanaged does not mean a program is not necessary for building the infrastructure on which the economy operates.
