| How to setup bandwidth control for my router properly? My DSL speed is 5mbps DL and 800mbps UL.

In my browser i get ~527kB/s DL and ~74kB/s UL.
> DL:527*8 = 4216kbps UL:74*8=592kbps
In speedtest I get 4.33Mbps DL and 0.68Mbps UL.
> DL:4330kbps UL:680kbps
If I put these numbers into the bandwidth control for my router I never get 527kB/s for download and 74kB/s for upload in my browser.
Guides tell people to set it to 85%-95% the results of speedtest, but I get like ~400kB/s for DL in my browser and it's not even close.
I have to set it up to 5600kbps DL and 840kbps UL to even be close.
Shouldn't the max DL be 5000kbps and 800kbps UL?
