HP has locked down turbo boost?

While doing some benching with my h9t Phoenix. It came with a i7 2600 btw. I noticed it will only hit 3.5Ghz. I am maxing out my cpu in the test as well. Cpu 100% and all threads maxed as seen in the picture. Using Aida64 (paid version) CPU and FPU benchmark. Also got the same results with Prime95. Is this by design or an HP thing they actually locked down? Take notice of the multiplier x35 instead of x38 when full boost suppose to kick in. I also read online. When all 4 cores are maxed. It will only go up to 3.5GHz and therefore. Working as intended. The only way it can reach the full 3.8GHz turbo boost is if a single core is at 100%?

Yep turboboost is for if less than all cores are being maxed.

IE with the i7 if you have 2 of the 4 phy cores maxed it should go up some, but only to the max turbo if only 1 core is maxed.

Try telling prime95 to go single thread.

Yep you guys are right about the single core and full turbo boost. Never knew when all 4 cores are maxed. 3.5GHz is the highest it goes. Thanks!
