That's actually not too bad. If Windstream could deliver over 80% during peak hours at my home location, then I wouldn't be complaining to be honest. Problem is Windstream doesn't even provide this during peak hours, much less non-peak hours, so I am here complaining about it.
I do have an update on my situation though. A broadband tech from Ohio called my cell, and he was looking for the account holder. He explained in vague terms that our area is experiencing a "latency" outage and that there isn't an ETR. Isn't that awesome?
I'm glad, that at least where I temporarily live (attending college), that I have at least two options here. I can completely saturate my TWC line, and my pings are largely unaffected. If I try to download anything on a Windstream line, pings go through the roof. I am starting to believe that bandwidth management is nonexistent.
