Slow for past 2 weeks

I am already 7 y on EL cable in 11418 paying $47.20/month for Standard plan 10mb down.
For some reason for last 2 weeks i am getting only only 1.5 mb down and 0.95 mb up. EL is helpless as they are blaming that problem is on my side.

Anyone else has the same issue?
