That's because a huge company actually acts like a whole mess of unrelated companies. You simply can't coordinate an entity that big.
If your job is shipping the next version of Windows, you aren't likely to give a crap about what the developers on MS Trivial Crap v3.5 are up to. And perhaps the developers on MS Trivial Crap don't have a whole lot of expertise. The rest follows from all that.
There is no single "they" there.
