Look like 16/2 with PB to 25/4--quite normal for "new" performance.
While it's not set in stone, 2 of the press releases I read on the new speed implied that performance would stay there (lots of places still waiting to reach/stabilize at that level) and the middle and upper tiers would each increase.
It makes sense to have more widely spread packages, as the more clearly defines the value of each, and the reason for the prices.
BTW occasional, "eXtra ordinary" speed test results have happened to everyone, due to the tests design/timing errors/acts of god human and even COMPUTER errors
If you can record the same extreme speed on multiple run of multiple tests then you might be on to something.
