From listening to DSL Tier 2 agents who deal with business customers, I can tell you that your first place to check is filters, and then call the POTS repair line to report static. They are obligated to check it (and fix it, if there's a problem) up to your MPOE for free.

The POTS repair guys have methods of remotely testing your line conditions that the DSL tech support team does not (but probably should). Do this if you have poor speed performance vs. what you ordered, or constantly have your connection just stopping at random moments.

If the telephone repair people find no problems to MPOE, and your filters are in place, then you will want to call DSL tech support. If they repeatedly find no problems, or if attempted fixes don't work, then it's possible you have a problem with the wiring in your premises.

AT&T will also troubleshoot and repair wiring in your premises for you, but you can be charged for it, and you might get better and more timely results if you have an independent technician who is already familiar with the wiring in your property.

New pair used from distribution box to the pole behind my house.

unplugged everything including dsl filter, turn off dsl modem (unplaged the cable from the wall), with working wired phone plug the phone cable the wall jack and dialed 123. if you don't hear hissing, crackling, and noise at all which means totally dead silent then the voice is clean. if it doesn't write down the day and time when the noise appear. when the noise peersistent, called 611.
