[OS X] Unable to boot from CD or select bootable device

I have a 12" Powerbook G4 and I would like to reinstall the OS. I tried booting off a CD by holding C and I get nothing. It just boots to the HD. I tried holding down alt/option and I get nothing as well, it just boots straight to the HD.

I no longer remember the password to the account and I can't select a boot device from System Preferences. I tried a different keyboard just incase it may be the keyboard but same results.

Ideas?

Try resetting the PRAM. Press and hold Command-Option-P-R after you hear the startup gong. You should hear another gong shortly, release the keys and it will reboot.

Try holding the C after.
