Probably because if you were to Google that exact IE9 message, »www.google.ca/search?hl= ··· DIg-HYSc it is the TOP fix for this very issue.
One user mentioned the errors were fixed after syncing their PC clock to time.windows.com

Dustyn syncing my clock to time.windows.com doesn't fix the certification errors.
