Can you ask the backbone engineering team to look at what is wrong on the RCN backbone between MA & IL first? While this is only impacting a portion of the sites on the internet, some are definitely going through your IL site and will obviously be impacted by this.
As I pasted above and can be easily reproduced to RCN's own speed test server, there is no way to get max speed to RCN IL from RCN MA, so this should be a good place to start troubleshooting since I believe there are numerous problems to resolve and this is one of many.
