I see you would like to make it that way..and just repeated the same..so will leave you too it..I think there is too much duplication out there in all of these special quasi-special agents and they should fall under a single three letter govt agency so there is consistency across the field. I also think a few of them are not needed and should be combined. Same with buying ammo. We do know most of this is happening so they don't loose end of the year money..that is disconcerting not only for these purchase but other solicitations..and at this late date in the physical year..there is also a tendency for sole source stuff so it all get in on time..that game is played too much and it also usually means higher cost..I have seen this happen were they then pay three time the actual cost or more. I doubt if it is poor planning but rather greed.

I agree with a bunch of what you are saying about the year end purchasing. Happens every year in my office as well. Many of the departments we support try to husband their funds and only in the 4th quarter do they realize that they have money they probably won't use. Not only do we get a lot of new purchase requests but also a lot of requests to de-obligate funds on contracts that won't be used.

The real sad part of the game is that there is no incentive for an agency to not use all of their budget for the fiscal year. So they try to spend it all. I really wish someone could think of a way that would reward an agency for saving money (not spending it) which would not punish the agency with a small budget the next FY.

BTW: a lot of it that I see, is poor planning by the activity.

Understand..but I hope no one who posts starts thinking we not only honor our law enforcement officers..we have a deep respect for what they do out there..but all this is about a rash of ammo now being purchased at unprecedented levels of unverifiable productivity....unless you are really into the conspiracy theories that it is a build up to handle the impending civil unrest.

The presidents have issued some very strange Executive Orders lately leaving many people worried and confused.

EO 10990 allows the Government to take over all modes of transportation and control of highways and seaports.
EO 10997 allows the government to take over all electrical power, gas, petroleum, fuels, and minerals.
EO 11000 allows the government to mobilize civilians into work brigades under government supervision
EO 11002 designates the Postmaster General to operate a national registration of all persons.
EO 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
EO 11004 allows the Housing and Finance Authority to relocate and establish new locations for populations.
EO 11005 allows the government to take over railroads, inland waterways, and public storage facilities.

Just have to point out that all of those EO's that you listed have been revoked. Some have been updated into newer EOs. That first one, 10990, created a safety council on workplace safety and has nothing to do with taking over transportation.

The few that have survived as other EOs merely assigns different govt agencies to work and plan with state and local govts as well as private industry on how to recover in the event of a large scale emergency. These types of EOs have been around since the 1950s. The current round of EOs that Obama signed mostly just update the federal agencies since previous versions do not mention DHS (it didn't exist in previous versions.

I didn't see anything in the order about empowering the government to take over all modes of transportation and control of highways and seaports, but then I just looked at the cited order 10990, issued by JFK in 1962 and the titles of the superseding orders.

I'm not disputing that such stuff may exist, but based my findings after a brief research of the claims for the first EO, I'm skeptical of the accuracy of the article.

I'm leaving it to others to research the rest of the EOs to check the claims in the list.

Not my list..the EO's seem to be floating around the net at sites and with people who think civil unrest is close at hand..I think they have a typo on the EO 10990.

Here is one with that EO and many more where the writer states..

I am not a conspiracy theorist, but these three latest EOs and previous EOs Obama signed, coupled with Perdue's and Orszag's comments, suggest that something besides coincidence is going on.

I find it amusing that that same typo has been repeated not only by the link you posted but that many other sites have just copy-and-pasted the list, never checking the list.

Side note regarding the link you posted and the 'national emergency' it is so afraid of: we have been in an almost constant state of national emergency since at least the 30s. For every thing from swine flu to north korea to osama bin laden. According to the link below, at one point several emergencies had remained in effect for over 40 years. When this was discovered Congress passed the National Emergency Act which placed restrictions on national emergencies.

In fact, there's a strong incentive to make sure you use all of your budget. I've found this to be true in government, non-profit, and business. If you don't use all your budget, you'll get a smaller budget next year, whether that will really be enough or not. Unless you're the DoD, of course, in which case you get budget increases for weapons programs no matter how emphatically you say you don't actually want them.

The DoD saying they didn't want more money...would never happen.

Not that it would matter, they can black-budget anything they want. Just like how the TLA's can build multi-billion dollar installations during a recession. Heheh.

The real world as it pertains to gen-pop USA does not apply to them any more than it does to the Corporations that feed 'em.
