Horrible PQ on the AMC Networks Inc. Channels

I was going through the channels and was surprised how bad the PQ is on WE HD.
With little or no camera movement there is digital compression artifacts and macroblocking.

I checked AMC, Fuse and IFC and it's the same.

Is every TV provider except for possibly Cablevision getting low bandwidth channels from AMC Networks?

The reason I bring it up is the channels PQ seem even worse now.
Does anyone know the average bit rate of the channels?

I see what you mean. CSI Miami looks awful without much movement going on at all.
