If you sign up and cannot reasonably get the 6.0Mbps, then you can request a change to a lower speed tier and a request credit for non-service. Now for reality about the 6.0 service. It is an "up to" best effort. I have 6.0. At some times on some days I get 7 Mbps down. Some times I am stuck for 4 to 5 days per month at 3.0Mbps. Maybe 4 to 6 times out of the year it goes down to 1.5Mbps for a day or two. The 512Kbps upload is reduced less frequently and less significantly. I would say that I get the service I pay for about 75% of the time. I think a lot of the slow downs are due to all the work done to deal with major road widening projects, sewer upgrades, and new building construction that impacts the telephone system. I do not do internet dependent gaming and streaming is not that important to me, so I live with the temporary reductions in service.

Well, the 7Mbps happens rarely during the course of a year, and may be the result of weirdness in the speed tests I use, and when I use them. From my understanding of things, if there was no artificial restriction on my line, I could get 8 or 9 Mbps down. Years ago I was limited to the 3.0 tier, then AT&T did a bunch of work in the area, and afterwards I was approved for 6.0. All I know is the download speed can fluctuate significantly, I am guessing as to why.
