[CA] Slow Speeds in Irvine (9614)

In the Irvine area (92614) and I get fantastic speeds during the day time (1700 KBPS down) but at night, it slows to a complete crawl where I can barely stream MLB.tv games with less than 1 megabit/second (around 200-500 kilobytes/second). Been happening for about 8 months now, Cox phone support has been of no help.

Here is the requested information:

Modem: Motorola SBG900
Router: Linksys WRT54G2
Speed Teir: Cox High Speed Internet Preferred with PowerBoost
Current Signal Level: 0.1 dBmV (Very slow right now)

I am connected via a wire and have tested the modem without a router and ended up with the same results. Not currently subscribed to TV or phone with Cox.
