For AT&T Southwest (formerly SBC Southwest) I would not expect higher than 5113.6 kb/s down (6016x0.85) on legacy ADSL.

Well, the 7Mbps happens rarely during the course of a year, and may be the result of weirdness in the speed tests I use, and when I use them. From my understanding of things, if there was no artificial restriction on my line, I could get 8 or 9 Mbps down. Years ago I was limited to the 3.0 tier, then AT&T did a bunch of work in the area, and afterwards I was approved for 6.0. All I know is the download speed can fluctuate significantly, I am guessing as to why.

I don't know why the fluctuations. I do know that legacy Bellsouth used something they called, "MaxSync", but legacy SBC never did. So BS loops could, potentially, pull 7 Mb/s, but SBC loops could never even pull 6 Mb/s.
