AT&T needs the spectrum, and if Verizon has to divest it to AT&T, that's good, as both carriers will be in a more equal competitive position long term, which is a good thing.
It doesn't matter if AT&T and Verizon have 10mhz of spectrum each, or 100mhz of spectrum each, as long as the amount between the two is very similar.
