"Technically" they are being sent by WOW [As the EAS Equipment is owned by WOW - and is configured to monitor the LP-1, LP-2 and sounds like you all in that area are monitoring NOAA] .. and WOW is technically not required to run "every" weather alert.. The only requirements of the EAS System is to pass the National Alerts (EANs from the President), Required Weekly Tests, Required Monthly Tests.. Passing Weather warnings is "not" mandatory .. but it is "good public service"
What I meant by that was, we have a relay system in place basically for the EAS. We never as a company send out anything on that system. Weekly tests, weather alerts, amber alerts etc are all sent by other parties, relayed through our system and to our customers.
