It is 3% in the "basket" of items they base inflation on.There is nothing in the basket you could live on thou.No food or fuel or anything else you buy every day.Its just got fridges and stoves and shit
Food and fuel used to be in it but it made the inflation level go up past what they wanted
The life-cycle cost of goods increases yet inflation magically doesn't.

Note that is was a high performance fuel plant, but hey, it's a good reason to jack them prices up.
