Besides, I'm sure Apple doesn't just use LTE technology without some sort of license, of which Samsung gets a portion of the royalties.

Nothing will happen. There are a myriad of other phones out there besides iphones...but then again all of the iSheep and Apple out there will try to convince you that there are only iphones being used in the world.

If the FCC were to step for in Apple like you think...what kind of message do you think that would send?

It would be saying that the US government is giving the "OK" for Apple to violate patents with out repercussions.
