Looks like a copper trunk line for phone.
Without a better picture it is hard to tell but from here it looks like a copper it may have an over lashing but hard to tell from the picture.The boot is a splice point on the line and or a tap point for individual telephone drops to be connected to
As others have posted pretty hard to tell but looks like ordinary multipair copper cable.To research this some more check the line out over a longer distance. If fiber see Orange jacket identifying it as fiber optic cable.Fiber has stringent bend radius.
