[Connectivity] Ping spikes and Packet Loss during evening.

I run some Game Servers from razorservers.com and a lot of users (Who turn out to be Comcast customers) are reporting ping and packet loss to them. I am one of those customers as well. I'll provide the ticket I created with my hosting company for more details. He points out the problem is on Comcast's end, so this is why I've created the issue here. Attached below is a screenshot of our conversation with relevant pings + traceroutes:

This seems to happen mostly in the evening to late evening but will sometimes happen during the day, too. Here is a tracert showing where the ping is high. (From a few minutes ago)

Most of your customers probably are Comcast customers (given they have a high % of broadband), but it is likely the problem may be across multiple ISPs. Before you go down an easy (but possibly incorrect) path, you may want to expand your analysis a bit.

Razorinc uses Voxel who may have some ping spikes between them and Level 3. Voxel is the one that choses the path to the ISPs and perhaps they can try checking some things on their end. Again, don't let them pass the blame buck. Give them more data and make them look harder. Ask tough questions and make them do their job.
