A lot of developers are going with .NET because of the ease of development with it. It can do a lot of the hard stuff for you while you concentrate on what you need your program to do.

It looks like the program may be written in VB.NET. Nothing wrong with VB.NET, it's not your father's BASIC.

It has more to do with .NET applications whether they be in VB or straight up .NET take up more memory/resources than ones without from what I've seen.

Plus .NET is one more security vulnerability to concern one's self with in the end.

What do you want for RAD (Rapid Application Development)?
