From a "device" perspective that Windows sees, no. If it is plugged in and powered then it will be recognized as long as it is functional. Even if you removed it from Device Manager, after a reboot it would certainly be put back in. Hardware wise, if you were up to opening up the case (which I'm not sure you want to do on a brand new laptop) you could snip a wire or two.

Going back to software for moment, you could create a .bat file that runs at boot time to remove the cam after windows finds it. This of course would increase you boot time but all that I can think of at the moment.
