Black tape is the easiest, and effective.

You might try calling Dell and asking if there is a way to disable it.

If you can disassemble the display panel, you can just disconnect the ribbon cable to the camera.

Only problem with this is that you might void your warranty.

Anything done in software can be easily undone, possibly without you knowing. A hard solution is better. Depending on how paranoid you are depends on how far you go. For me the tape would be more than enough. I don't understand why they don't have both a slide shutter and an LED to let you know when they are in use. You'd think after the school spying issue they would have come up with these.
