Waited all morning to hear my 9/11 family members' name read; leave it to TWC to put a stupid commercial exactly at that moment. No other time this morning were commercials allowed. Thanks TWC.

Its too bad you don't understand how commercials are triggered so you could have directed your concerns to the right party. Regardless of the channel you were watching it all goes down to the ad sales department for the broadcaster/content provider. They select specific times or windows for ads to be triggered. If its a broadcaster your cable company has no involvement on ads for that channel. If its a standard content provider then the cable company will play the next scheduled commercial during the triggered local commercial break. This trigger is sent from the content provider. So yes your comment was misdirected.
