I have 20/2 and I am very often running "power boost" for downloads.
This is a test from a few minutes ago, at 12:20 ET.
In the evening I often get over 40 when I test.

Charlotte, NC = TWC East / Charlotte
Different divisions, different speeds, different ways of doing things, different "approved devices" list (this vs this), etc.
From what I've read here, not offering power boost on D3 equipment is the most common.
