Oshawa Cable Availability

It's been a year since my Postal code showed up as available but was removed because of of an error.

I'm right on the Oshawa / Whitby border.

Distributel and Acanac both offer it in Oshawa so why can't Teksavvy?

If anyone has more information on this let me know.

You can go with start.ca if you want. It's just $3 more compared to Teksavvy. $47 vs $50 (the highest tier).

I've never heard of Start, I'll have to do some research.

That's probably your best bet as any news about new Point of Interchanges (POI) died with the announcement of the new aggregated POI that Rogers wants the TPIAs to use. Start uses this method and hence can offer service in Oshawa. I personally don't know enough about Distributel's network but they may have just gone with a POI link.
